Peel and cube 3 turnips.
Place in a medium saucepan and cover with water.
Bring to a boil.
Reduce heat to a simmer, cover and cook turnips for 10-12 minutes.
In a mixing bowl combine cooked turnips, 2 tablespoons butter, 3 tablespoons flour, 1 tablespoon brown sugar, 2 beaten eggs, 3 teaspoons baking powder, ¾ teaspoon salt, ¼ teaspoon pepper and a dash of nutmeg.
Transfer to a greased 8 inch baking pan.
Melt 2 tablespoons butter and combine with ½ cup bread crumbs.
Sprinkle over top of turnips.
Bake uncovered 25-30 minutes at 375 degrees.
